Appeals Court Hears Oral Arguments In Local Case



A Richmond-based appeals court heard oral arguments Wednesday in a legal challenge of Charlottesville's panhandling ordinance. A local homeless man who's not one of the five plaintiffs has told City Councilors he opposes restrictions on panhandling. Marco Brown says it's not easy to ask for help.

The city adopted its ordinance in 2010.
