Speaker Bill Howell has ruled that the State Senate's recent amendments to a measure that redrew the House of Delegates boundaries are not germane. Howell sided against 20 GOP lawmakers who pushed for a dramatic rewrite of the 40 State Senate districts. Their amendment had lumped Democrat Creigh Deeds and Republican Emmett Hanger together in the same district. The decision by Howell (pictured) won't affect the original bill, which makes minor tweaks to the boundaries of House members. It included changes to the district lines in Albemarle County separating Democrat David Toscano's 57th district and Republican Rob Bell's 58th district.
